Board Adopts Two Referendum Questions
On January 13, 2025, the Pardeeville Area School District (PASD) formally adopted two referendum questions that will be on the April 1, 2025 ballot. The operational question addresses maintaining the district’s current level of operations for three years. The facilities question addresses district-wide capital maintenance, renovations and an addition at the Middle/High School (including cafeteria, career and technical education spaces, and demolition of the Balliet building), and renovations and additions at the Elementary School for safety and security.

What's On the Ballot?
There are two questions on the April 1, 2025 election ballot.
QUESTION 1: OPERATING REFERENDUM
$800,000/year for 3 years
Estimated tax impact: $0.85 per $1,000 of fair market property value for 3 years
A successful operating referendum keeps PASD operating while also reducing our reliance on short-term borrowing. This keeps more dollars in the budget to spend on programming that has a positive impact on our students.
QUESTION 2: FACILITIES REFERENDUM
$23.5 Million
A successful facilities referendum would allow PASD to address much-needed maintenance, renovations, and additions that cannot be completed through the district budget alone. These needs include:
- District-wide capital maintenance, including replacing outdated roofing and HVAC systems at the Elementary and Middle/High School, and renovations for safety and security
- Renovations at the Middle/High School, including cafeteria and career and technical education spaces (e.g. agriculture)
- Demolishing and replacing the Balliet building, which was not originally built as a school, with a Middle School addition
- Addition at the Elementary School to include early learning classroom
Why Now?
An operating referendum provides tax levy revenue to support the District’s annual operating budget. It addresses the inflationary impact on operating costs including salaries and benefits, utilities, insurances, technology, transportation costs, etc., and will sustain and maintain curriculum, student activities, programs and services. This revenue also reduces the District’s dependence upon, and costs associated with, short-term borrowing, thereby preserving the District’s solid financial position.
The facilities referendum is the culmination of years of long-range facility planning and community feedback. In 2022, the District engaged with the community in formulating a strategic plan that identified Facilities and Operations as a core pillar. Through community conversations and a long-range facility planning survey throughout 2023 and 2024, community members and staff showed support for the District to explore potential solutions that prioritize:
- Food service and cafeterias
- Career and technical education (e.g. agriculture)
- Adequacy of educational space
- Safety, security, and accessibility
